Opportunity Overview
Are you working on a housing project that needs further support? The Portage la Prairie Community Revitalization Corporation is seeking a partner for a project that creates or supports affordable housing solutions in our community. We are seeking innovative proposals addressing critical housing needs for our most vulnerable residents.
POTENTIAL ELIGIBLE PROJECTS:
Creation of Deeply Affordable Housing
New construction or conversion projects
Property acquisition and rehabilitation
Property improvements and accessibility modifications on an existing property
Rent controlled units
ELIGIBILITY REQUIREMENTS
Eligible Applicants: Non-profit organizations, community groups, housing cooperatives, private property management
Project Criteria:
Serve households earning 30% or below Area Median Income
Demonstrate clear community benefit
Complete within 18 months of funding
Located within the City of Portage la Prairie
APPLICATION REQUIREMENTS
Submit a proposal that describes the following (in no more than 6 pages):
1. PROJECT DESCRIPTION
Statement of housing need being addressed
Project scope, objectives, and target population
Number of units/people served
Project timeline
2. IMPLEMENTATION PROJECT READINESS PLAN
Planning Phase: Project engagement, secured funding and resources
Execution Phase: Construction/renovation timeline, contractor selection, quality control
Completion Phase: Occupancy timeline, management plans, sustainability measures
3. COMMUNITY IMPACT (1 page)
Quantitative: Number served, units created/improved, measurable outcomes, cost per unit
Qualitative: Community development benefits, neighborhood improvement, economic opportunities
4. BUDGET & ORGANIZATIONAL CAPACITY (1 page)
Detailed budget breakdown and PCRC funding request
Other funding sources and in-kind contributions
Organization background and relevant experience
Key staff qualifications
5. PARTNERSHIPS & SUSTAINABILITY (1 page)
Community support letters and partnerships
Long-term operations and maintenance plan
Ongoing funding strategy
Environmental sustainability measures
EVALUATION CRITERIA
Applications will be evaluated on:
Impact & Need: Addresses critical housing need, serves vulnerable populations
Feasibility: Realistic timeline/budget, clear implementation plan, organizational capacity
Innovation: Creative approaches, sustainability, environmental considerations
Community Engagement: Community support, partnerships, resident involvement
Value: Cost-effective use of funds
REPORTING REQUIREMENTS
Successful applicants must provide:
Ongoing progress reports
Final project report with outcomes and impact assessment
Financial reporting and receipts
Photo documentation and success stories
